香港復康會召集全港市民參加「無障行者——無障城市追擊『搜』」
以「全城.文體旅」主題      呼籲大眾關注及支持提升文體旅設施無障礙配套

根據早前有關香港文化、體育和旅遊(文體旅)設施的無障礙巡查研究,結果顯示香港整體近六成基礎無障礙設施存在問題,包括設施設計不夠周全、行程規劃資訊不足、職員意識不足、購票系統未如理想等,影響殘疾及有需要人士參與各項文體旅活動。一向致力推動社會共融的香港復康會,定於2026年1月11日取址中環遮打道行人專用區舉行「無障行者——無障城市追擊『搜』」,以「全城‧文體旅」為主題,透過城市定向體驗賽及嘉年華,推廣讓殘疾人士及長期病患者享有與健全人士相同的機會和權利,能平等地使用文體旅設施和服務,享受文體旅活動的樂趣。

作為香港復康會年度重點社區教育及籌款活動,「無障行者——無障城市追擊『搜』」分為兩部分:無障城市追擊「搜」城市定向體驗賽及無障行者嘉年華。無障城市追擊「搜」城市定向體驗賽旨在讓參加者體驗及理解殘疾人士及長期病患者在日常生活環境面對的生活挑戰,學習幫助他們參與文體旅活動的知識和技巧。城市定向體驗賽分為「公開組」、「親子組」、「學校組」及「企業組」,每隊由二至四人組成的參賽隊伍,需於限定時間內自行策劃路線,前往城中不同地點挑戰遊戲任務來獲取積分,任務包括親身體驗殘疾人士的處境、發掘城市中傷健共融的元素、探索如何實踐平等參與的理念等。為加強體驗,每隊將獲發一件行動輔助器材(如輪椅或助行器),由隊員輪流使用該輔助器具,前往不同任務點並完成任務。活動設有破障慈善愛心獎(累計籌款額最高的隊伍)及無障城市追擊「搜」獎項(累計比賽分數最高的隊伍),各組別設有冠、亞、季軍,由即日起至12月24日期間接受報名,並歡迎公眾捐款贊助學生組隊參與賽事。

當日亦會舉辦無障行者嘉年華,設有推動傷健共融的「破障共融」遊戲攤位和展覽,以及為香港復康會服務籌款的慈善義賣,讓公眾在玩樂中加深對傷健共融概念的認識,活動籌得的善款將用作支持香港復康會的復康及支援服務,讓更多殘疾人士及長期病患者享用優質復康服務及重投社區。

早前,香港復康會聯同狄志遠立法會議員辦事處、林素蔚立法會議員辦事處及無障礙關注平台完成了有關香港文體旅設施的無障礙巡查研究。研究分為網上問卷調查及實地巡查,網上問卷調查方面,受訪的肢障或行動不便人士反映出多項文體旅設施的常見障礙,包括無障礙環境及設施不完善(47.5%)、缺乏同行者支援(39%)及公共交通的無障礙程度不足(37.3%),而設施網上資訊亦出現導航不準或欠缺無障礙資料等問題。

研究亦巡查了全港76個文體旅地點,近六成(58.2%)基礎無障礙設施未完全符合《設計手冊:暢通無阻的通道2008》要求,常見問題包括暢通易達洗手間可移動空間不足(59.5%)、標誌不足或設計差(48.4%及30.8%)等。雖然場地工作人員對殘疾人士態度普遍良好,但在提供適切協助方面則須提高意識。巡查亦發現啟德體育園主場館及體藝館的輪椅席只能透過電話購票,然而熱線不易接通,網上資訊亦不齊全,購票過程更長達71天,而活動當日輪椅席空置率高,亦不設即場售票。

The Hong Kong Society for Rehabilitation calls for public support for “Barrier Busters – Barrier-free City Explorer” to advocate the enhancement of barrier-free facilities under the theme “Culture, Sports and Tourism for ALL”

A recent accessibility study on cultural, sports, and tourism facilities in Hong Kong revealed issues in nearly 60% of basic barrier-free facilities, such as inadequate design, insufficient information on travel planning, low staff awareness, and ineffective ticketing systems, posing challenges to persons with disabilities and individuals with special needs to participate in cultural, sports, and tourism activities. Upholding its vision of fostering social inclusivity, The Hong Kong Society for Rehabilitation (HKSR) will host the “Barrier Busters – Barrier-free City Explorer” event on 11 January 2026 at the Pedestrian Precinct on Chater Road, Central. Centred on the theme “Culture, Sports and Tourism for ALL”, the event will feature a city-orienteering challenge and a full-day carnival, aiming to promote equal rights for persons with disabilities and chronic illnesses, enabling them to access cultural, sports, and tourism facilities and services and to enjoy these experiences equally.

As the signature educational and fundraising event of HKSR, “Barrier Busters – Barrier-free City Explorer” features two main components: the Barrier-free City Explorer City-orienteering Challenge and the Barrier Busters Carnival. Themed “Culture, Sports and Tourism for ALL”, the city-orienteering challenge invites participants to experience the daily obstacles faced by persons with disabilities and chronic illnesses, while gaining practical knowledge and empathy essential for fostering equal access to cultural, sports, and tourism activities. Teams of two to four participants may register in one of the following categories – “Public Team”, “Parent-child Team”, “School Team”, or “Corporate Team” – and navigate self-planned routes within a set time limit to reach multiple checkpoints across various districts. Along the way, they will complete game-based tasks that simulate accessibility challenges, highlight inclusive urban designs, and encourage new perspectives on achieving universal accessibility. Each team will be equipped with a mobility aid, such as a wheelchair or walking frame, which team members must take turns using as they travel between checkpoints and complete challenges. The city-orienteering challenge will award a Champion, First Runner-up, and Second Runner-up in each category for both the Barrier Busters Charity Award (for the team with the highest amount of fund raised) and the Team Award (for the team with the highest scores). Open for registration until 24 December 2025, the challenge also welcomes members of the public to sponsor student teams, supporting their participation in this meaningful event.

The Barrier Busters Carnival, held on the same day, will feature interactive game booths and exhibitions designed to foster inclusion between persons with and without disabilities. Charity sales will also take place to raise funds for HKSR, offering the public an engaging way to deepen their understanding of an inclusive society through play. All proceeds will go towards supporting HKSR’s rehabilitation and social welfare services, helping persons with disabilities and chronic illnesses reintegrate into the community.

An accessibility study on cultural, sports, and tourism facilities in Hong Kong was jointly conducted by HKSR, the Office of Dr. Hon Tik Chi Yuen, Legislative Councillor, the Office of Hon Lam So Wai Connie, Legislative Councillor, and the Accessibility Concern Platform. The research comprised an online survey and a series of on-site inspections. According to survey responses from individuals with physical disabilities or limited mobility, the main issues concerning barrier-free facilities include inadequate accessible environments and facilities (47.5%), lack of support from companions (39%), and insufficient accessibility in public transportation (37.3%). In addition, the study identified deficiencies in online travel information, such as inaccurate navigation details and a lack of accessibility-related content.

On-site inspections of 76 venues revealed that nearly 60% (58.2%) of basic barrier-free facilities failed to comply with the standards set out in the “Design Manual: Barrier Free Access 2008”. Common issues included insufficient moving space inside accessible toilets (59.5%), and insufficient or poorly designed signage (48.4% and 30.8% respectively). While staff generally demonstrated a positive attitude and a willingness to assist, their skills and knowledge in providing appropriate support were found to be lacking. Specifically, the inspection on Kai Tak Sports Park indicated substantial room for improvement in its ticketing system. Wheelchair seats at both Kai Tak Stadium and Kai Tak Arena could only be booked by telephone, yet the hotline was difficult to reach and the online information was incomplete. In some cases, the ticketing process took as long as 71 days to complete. On event days, despite many wheelchair seats remained vacant, on-site purchase of these seats was not available.

Through our signature educational and fundraising event ‘Barrier Busters – Barrier-free City Explorer’, HKSR seeks to heighten public awareness of the importance of creating such inclusive spaces. The initiative also aligns with the government’s vision of ‘tourism is everywhere in Hong Kong’.
